Soap, paper towel and toilet paper dispensers

Are they required by code to be installed? I know IF you install them, at least 1 of each type must be installed per ANSI/ICC A117.1.

I can not find a code reference that states that they MUST be installed prior to issuing a certificate of occupancy.

Certainly I would expect to see them, I just don't know if they are mandatory.
 
In the ANSI/ICC A117.1, it is not clearly required, but implied that they will be installed

604.10.7 Dispensers. Toilet paper dispensers shall comply

606.7 Operable Parts. Operable parts on towel dispensers and hand dryers shall comply

In California, it is clear that TP dispensers are required and the other accessories are optional

1127A.8.2 Toilet tissue dispensers shall be located.....

111SB.8.4 Toilet tissue dispensers shall be located......

1127A.8.1 Where towel, sanitary napkins, waste receptacles and other similar dispensing and disposal fixtures are provided,

111SB.8.3 Where towel, sanitary napkins, waste receptacles, dispensers, other equipment and controls are

provided,

111SB.8.1.2 When mirrors are provided,,,,,,

2010 ADAAG it is not clearly required, but implied that they will be installed
