Is a special industrial occupancy building, (Section 503.1.1) an unlimited area building and thus subject to the requirements of Section 507?

503.1.1 Special industrial occupancies. Buildings and structures designed to house special industrial processes that require large areas and unusual building heights to accommodate craneways or special machinery and equipment, including, among others, rolling mills; structural metal fabrication shops and foundries; or the production and distribution of electric, gas or steam power, shall be exempt from the building height and area limitations of Table 503.
This section provides an exemption from the limits of Table 503. The occupancies that may use this exemption are quite limited. The exemption is only applicable when large areas or unusual heights beyond that permitted by Table 503 are necessary to accommodate the specific manufacturing process.
It is the responsibility of the building official to determine when the application of this section is appropriate. The mere cost impact of the application of Table 503 does not dictate an exemption. The building official, in assessing the proposed construction, may wish to compare what protection features are being proposed to those features of other similar facilities.

Could the special industrial building section be applied to an H-2 use with large quantities of flammable liquids in open processes?

I would say that they might have to meet unlimited because in 503.1.3 TypeI buildings, it specifically spells out that they are exempt from UL requirements....
503.1.3 Type I construction.
Buildings of Type I construction permitted to be of unlimited tabular building heights and areas are not subject to the special requirements that allow unlimited area buildings in Section 507 or unlimited building height in Sections 503.1.1 and 504.3 or increased building heights and areas for other types of construction.
