Here you can see the drilled holes in the footing.......the dowels.......and the epoxy.

Here you can see the special inspectors report that the work has been completed. The special inspector had been gone from the site for an hour.

The contractor told me that the special inspector assured him that it was okay to not be there during the work.....and here's his report to prove it.

I'm probably not the inspector to treat that way.

According the IBC Table 1705.3, adhesive anchors installed in a horizontal position call for continuous special inspection. "Continuous" means the special inspector must be present and watching at all times the work is being performed.

I believe these are vertical rods and not "upwardly inclined" rods resisting sustained tension loads.
Therefore "b" would be the appropriate reference which is periodic inspection.

You're right. It was late when I looked at it last night and I didn't see the holes. I was considering this as horizontal dowels into the cut edge of the slab. So, yes -- periodic inspection.
