Split Landing

I have a traditional switch back stairway used for egress in a commercial building. The contractor is proposing to add an additional riser at the intermediate landing. Does this create a winding stair, thus not permitted except within a dwelling unit? This would be similar to an L-Shaped stairway.

A single riser isn't very safe. I wouldn't see a problem with 2 risers (except for having to make the stair tower a little wider).
