Splitting hairs on stairs

I have an unenclosed stairs to a mezzanine.

Per the definition of Floor Area, Gross, I have included the 40 sf stairs as part of the first floor area.

Is the area of the stairs also considered part of the mezzanine area? For example, the floor area openable to the mezzanine is 2,385 sf (which includes 40 sf for the area beneath the stairs), can the mezzanine be 795 sf (1/3 of 2,385 sf) or is the mezzanine 755 sf (2,385 sf * 1/3 - 40 sf)?


Do the stairs contribute to the fire area twice - first in first floor area and then second in the mezzanine area?

I concur with Builder Bob - the area under the stairs gets tabulated with the lower floor and the mezzanine area stops at the top riser of the stair.
