sprinklers, energy code - school

I'd look this up but I can't login to upcodes at the moment for some reason and need an answer asap.......I have a client that is buying an existing school and they will be keeping it educational use but they are applying for a grant to perform the renovations and I need to get them a couple answers to figure out budgeting asap - of course they waited til the last minute to ask me, but the building was built in the 50's - typical one story block, approx. 23,000 sf and not sprinklered, the renovations would probably be considered level 2 - for the most part updating the old finishes, some ADA compliance, new windows and sub-dividing the large classrooms into smaller rooms, so two questions - would they have to add sprinklers? The fire area is over 12,000 sf so per IBC it would require them.....and the energy code - if I recall, I don't have to bring up to current code unless we're touching the building shell, is that correct? Exterior walls are just block w/ brick veneer, who knows about the roof
 
CT has a State funding thing that could require it, but by code, this is likely your out:

Change in space conditioning, COO, drive upgrades to the envelope, other than that, only the envelope you touch...
