St. Louis Firm to Pay $14,024 Penalty for Lead-Paint Rule Violations

Envirotech cited for operational, paperwork failures

A St. Louis-based environmental contractor that specializes in removing lead paint, asbestos, and related hazards will pay a $14,024 penalty in connection with violations of the lead-paint rule, the Environmental Protection Agency (EPA) announced.

Envirotech's violations of the Lead Renovation, Remodeling, and Painting (RRP) rule were found during an Aug. 5 inspection of renovation work on two unoccupied 12-unit apartment buildings in University City, Mo., EPA's Region 7 said in a news release.EPA said Envirotech "failed to:

  • provide the Renovate Right pamphlet to the owner;
  • post signs that clearly define the work area;
  • close all doors and windows within the work area;
  • contain waste from renovation activities and to prevent the release of dust and debris before the waste is removed from the work area for storage or disposal and/or failure to cover a chute if it is used to remove waste from the work area; and
  • cover the floor surface with taped-down plastic sheeting or other impermeable material in the work area six feet beyond the perimeter of surfaces undergoing renovation or sufficient distance to contain dust."
