Am I dreaming again, or were "fire standpipes" allowed to occupy some of the width in a stairway?

Risers and laterals of Class I standpipe systems not located within an enclosed stairway or pressurized enclosure shall be protected by a degree of fire resistance equal to that required for vertical enclosures in the building in which they are located.

Aside from poor design; are there violations? The handle projects about 2-inches over the red line.

Background information; this is not an accessible route. The outer red line is the edge of the radius (ignore the inside line), it appears oval from the viewpoint.
