Stairways and escalators in existing buildings.

They are adding a stairway on the exterior of a building. Not sure if this applies because it says in existing buildings:

806.2 Stairways and escalators in existing buildings. In
alterations where an escalator or stairway is added where
none existed previously, an accessible route shall be provided
in accordance with Sections 1104.4 and 1104.5 of the International
Building Code.

Where would the new stairs be serving? Required or additional?

2015 IEBC. The new exterior exit stairway is required because of level 3 alterations on a second floor of a 2 story building.

I could fight that either way, but I would start with provide the route...

Called ICC and the told me to never go by the heading of the section. So where it says in existing buildings we need to ignore this. Just go by In alterations.

So it will need an accessible route. Clear as mud.

I would like to hope that if the intent of the code was for the stairs to be solely in the building it would use the term "within" but that might be asking for too much from ICC

"Semantics" leave it to the court to decide. If is a "required" stair for egress, then it must egress to a public way (common sense, best practice?) if not, where would "you" have it lead to?
