Stairways - California Building Code

We are having a little confusion regarding a guardrail at 42" and a handrail along a run of stairs. I was under the impression that if you could fall more than 30" that a guard rail is needed. Others have indicated that they believe only a handrail is needed along the stair run and the 42" tall guardrails are only needed at the landings.

I have requested a 42" tall guardrail along the entire run of stairs with a lowered handrail section.

What do you good folks think?
 
I am not familiar with California codes, but you are correct per IBC.

2015 IBC:
1011.13 requires guards along stairs and landings per 1015

1015.2 requires guards where 30" or more above adjacent surface.

1015.3 requires 42" high guards

1015.4 requires openings in guards to not allow a 4" sphere to pass through

There are exceptions to most of these, so I would double-check.
