Standards for ships ladders and other climbing stairs.

I am looking to see if there are any standards or design references for stair tread depth based upon run and rise for ships ladders and other climbable stairs. Thanks in advance. These do not appear to be addressed in the IBC, or at least I have not found the referenced standard. The specific application I am looking at concerns stairs on a high board for diving. They are proposing an open riser design with about 1.5 inch run for 14 inches of rise.

Try IBC 2009 Section 1009.11
