Standpipe hose distance on ground floor?

Standpipes are usually housed within a fire stair tower which usually leads to the exterior on the ground floor. If those standpipes are enclosed in the fire stair, am I supposed to provide standpipes just for the ground level as well?

Class I standpipe hose connections shall be provided in all of the following locations:

1. In every required interior exit stairway, a hose connection shall be provided for each story above and below grade plane. Hose connections shall be located at an intermediate landing between stories, unless otherwise approved by the fire code official.
2. On each side of the wall adjacent to the exit opening of a horizontal exit.

Plus building might be 500 feet from the street, so at some point they will run out of hose.

Carry loose hose to building and get water out if standpipe.

The fire department connection, located on the exterior of the building, or out in the yard, augment the fire sprinkler/ standpipe system.

The standpipe hose connections are normally in the stair enclosure, which firefighters hook up hose to.

I think the original question is asking if the standpipe needs an outlet on the ground floor of the building. The FDC location is a separate issue and isn't necessarily related to the location of the stairway or standpipe.

In the case of the need for a standpipe outlet in the stair on the ground floor of the building, I'd say the answer is yes. Typical fire attack from a standpipe has the connection to the standpipe being made one floor below the fire floor - so in the case of a fire on the second floor the actual connection to the standpipe would occur on the ground floor.

The standpipes are typically charged with the building system / fire pump. As a backup to that, the Fire Department will supply a pump and water connected at the FDC which is located remotely from the standpipe. If all that fails, the Fire Department does have a way to connect directly to the standpipe and charge it - but this would be in the case of two significant failures of building systems and not part of what the code is planned around.
