Is there any code section that would NOT allow storage of non-hazardous materials in a hazardous control area?

As long as compatible with the other stuff

But what is your definition of a hazardous control area??

I misspoke. Is there any code section that would NOT allow storage of non-hazardous materials in a room designated (and protected) as a group 'H' high-hazard occupancy?

The materials would be compatible. In fact, it would be storage of empty containers, to be filled at a later date with the hazardous material. The room used to be used only for the mass storage of alcohol (not the tasty kind). Now they don't need to store as much, and want to store the empty bottles and shipping materials.

2703.9.8 ifc 2003 might help

also, if it is designed to and H then what more can you do? as long as the sprinkler system is designed to the fire load

That is what I thought also, I just wanted to make sure I wasn't missing anything.

Thanks to all for the input.
