Structural note on plans

I wonder if the owner didn't pay the architect for structural work, because he said he would to build it like the previous mezzanine, and the architect put on the note for the owner to verify slab and soil bearing capacity to cover his fanny.
I honestly feel that that particular note was on the mezz. drawings, by the stuctural engineer, for the architect (owner in this case) to verify and provide the proper support at footer/foundation. But because this time the architect copied the notes directly from that mezz drawing, it comes out much different.
