Temporary Holding Cell - IBC 2015 Function of Space

Hello. What do people usually assign to termporary holding cells for Function of Space to get an Occupant Count? The project I'm working on is a public safety admin building (B Occupancy), and contains 4 small 59sf holding cells for suspect questioning. No permanent detention at this facility. I'm trying to keep the holding cell occupancy load under 5 to be able to get away with an incidental use instead of a separated mixed occupancy B & I-3 for the building. I haven't been able to find much information on the function of space for a holding cell. Some people use Daycare at 35sf but I'm trying to keep it at 100sf/occupant and wondering if I could get away with calling this an Institutional (Outpatient or Sleeping) Area. If anyone has an experience with this let me know, thanks.
