test required for materials permitted to be used in noncombustible construction

This is from Ontario Building Code, Division B, 3.1.5.1.(2)

Are the following "combustible subfloor" and "combustible finished flooring" required to pass the test mentioned above in 3.1.5.1.(2)?

The way this section is set up, it creates general requirements for the testing, but then creates exceptions to permit materials that won't pass the test but are still permitted in non-combustible construction.

I would be very surprised to find any wood species able to pass the testing.
