Tornado hardened "enclosure" - is it a building

Hi. Not sure where to look in IBC 2012. I have a chiller outside, rather close to my building design. Pretty basic. Now I would like to enclose it in CMU and put a metal grating on top to protect from tornado debris. Now that I have enclosed it, must it be a distinct distance from my building? The metal grating has obstructed the sky, but then has it really? I'm just protecting my gear. I'm not a community shelter. I understand if this was a building id deal with fire sep line etc. no conditioning, just dumb walls and a gate. Not sure if i need to reconfigure my site plan as I've put my chillers in an unenclosed yard before and had no issues with it being close. Thought? Thanks so much. Type Vb, b occupancy. Two story.
 
Seems like a better construction type than the building, so no issues there..... if someone wants to get technical, as long as the combined height and area work as one building, you are good.....
