Why is there a threshold height limitation (other than because it's the code)?

What if the seat edge extended to the outer edge of the threshold similar to a tub?

Consider the option with a bathtub the seat extends to the edge provided for stability and leverage to lift legs over the tubs edge; in your opinion does this level of difficulty to transfer over a shower threshold any more difficult than to and from the level of a wheelchair foot rest height (2-3 inches) including the ability to lift the legs to change out of and into shoes?
