Truck, trailer and rolloff yard

I have a BO asking for access to a Truck, trailer and rolloff yard.

No public access.

No buildings.

Employee access is by forklift or truck.

Client is building a block wall around it to comply with zoning request.

BO is saying that triggers access?

Any comments?

Exactly what is the BO requiring Access to?, ..the property only?

Also, see Section 1101.2 = Design from the 2006 IBC: "Buildings and facilities shall be

designed and constructed to be accessible in accordance with this code and ICC A117.1",

and Ch. 11 = Definitions:"FACILITY: "All or any portion of buildings, structures, site improvements,

elements and pedestrian or vehicular routes located on a site."

Maybe Accessible parking spaces installed and painted.

Doesn't fall under the scope of the IBC not sure what CA states

101.2 Scope.

The provisions of this code shall apply to the construction, alteration , movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures.

See Section 1103.2.6 in the 2006 IBC, ..Construction sites:

"Not required!" That said though, that BO make be thinking that by installing the block

wall around the yard, may be a site improvement, which by Section 1101.2, might require

something.

A telephone conversation would be my suggestion for clarity!

What provisions would make it exempt?

To some extent I agree with Kil....but egress may be a concern as well....think of it as an open parking garage....
Thanks. An open parking garage still requires Accessible parking, POT, etcetera.

The New CA code, that does not go into effect until January, may have a solution

Sites where there is access only by vehicles do not require POT from the PROW
 
Exception: An accessible route shall not be required between site arrival points and the building or facility entrance if the only means of access between them is a vehicular way not providing for pedestrian access.

1104.2 Within a site.

At least one accessible route shall connect accessible buildings, accessible facilities, accessible elements and accessible spaces that are on the same site.

Exception: An accessible route is not required between accessible buildings, accessible facilities, accessible elements and accessible spaces that have, as the only means of access between them, a vehicular way not providing for pedestrian access.

Yes. But CA has it's own Chapter 11.

The new 2013 CBC also has an Exception for entry points to the site, which is the biggest contention
