Two family MUST have PLP (common light and power) panel??

Hi all,

I'm upgrading my very old electric panel to two 200 amp since I'm getting rid of gas and doing everything electrical.

I was told by electrician that I MUST have PLP in order to pass the inspection. Even though I don't have any common space that needs electricity. For front yard and backyard lights I'll just use solar bulbs.

I was told I can cancel PLP after the inspection if I don't use it. It seems to me a way to waste $2,000. I was hoping to ask DOB on homeowner nights. But those are canceled.

Any suggestion/information will be appreciated

Ask the electrician to tell you the code paragraph number that requires it.

Well I didn't know what a PLP is so I Googled it and found this:
PLP is a term used in commercial real estate and stands for PUBLIC LIGHT AND POWER. There's usually a separate electrical meter that feeds power to the common areas of the building, such as hallways, stairs and parking lot lights. PLP is one of the components of CAM. CAM stands for COMMON AREA MAINTENANCE.Sep 21, 2020

Here in California that would be a "house panel". You would only have a house panel if there is a common area. A duplex does not typically, have a common area....so no PLP required. Furthermore, if there is a metered panel with no load it should not be approved.
