Two way communication system VS Emergency Radio Coverage System

What is the difference between Two-Way communication system and Emergency Coverage System? If I provide either one or another is that suffice to comply Code for a 4-story multifamily complex? Do I need to provide both systems?
 
They are two completely different systems.

Two-way communication devices connect people located in areas of refuge or elevator lobbies to a central control point or fire command center.

The emergency responder communication coverage system boosts signal coverage within a building so that emergency responders can communicate with each other.

Two-way communication devices connect people located in areas of refuge or elevator lobbies to a central control point or fire command center.
Communication: Occupant to emergency responder, usually via a hardwired intercom fixed on a wall. For example, when the elevator is inoperable during a fire, the occupant can call down to the fire command center and get instructions on how to prepare for rescue and safety.
The emergency responder communication coverage system boosts signal coverage within a building so that emergency responders can communicate with each other.
Communication: Emergency responder to other emergency responders via each person's municipal "walkie talkie" 2-way radio system. I typically see this at subterranean parking garages or other concrete structures where radio reception is poor. The booster(s), if needed, should provide 2-way radio signal coverage from any point within the building.
