Two-Way Communications Adjacent to Elevator

It appears that 2009 IBC, Article 1007.6.3 requires two-way communications in multi-story buildings adjacent to the elevator door whether the building is sprinklered or not. This was not required by 2006 IBC if the building was sprinklered.

Is this a correct statement?
 
Incorrect.

1007.6.3 is a subsection of 1007.6-Areas of Refuge.

Therefore, if you have no Area of Refuge, you have no need for Area of Refuge Communication.

Exception 2 to 1007.4 does not require an Area of Refuge with elevators in sprinkler-protected buildings.
 
I don't see an exception for a sprinklered building in the 2006 edition.

I do see the exception for an area of refuge in both editions if the building is sprinklered

1007.3 exception 2 in the 2006 edition

1007.3 exception 3 in the 2009 edition
 
The Two Way Com at the elevator landing at non-grade level floors is new to the IBC 2009.

It was not required in the IBC 2006.

With the IBC 2009, 1007.8, the Two Way Com is required at all on-grade level floor elevator landings.

The exception are: if an egress ramp is provided from these non-grade level floors

Or

If there is a two Way Com system provided in an Area of Refuge (stair tower)

IBC 2009, 1007.3 will give relief to an Area of Refuge if the building is fully sprinklered, but it never gives an exception to the Two Way Com at the elevator landing
 
Thanks JimB - it looks like two-way com is required no matter if the building is sprinklered or not.
