For IBC 2015 in an A-2 assembly (restaurant), can you install one unisex bathroom if the occupancy is 25 people, or would you always need one women's and one men's. This is Pennsylvania.
 
No. See attached excerpt. If the goal is to have only one single-user restroom then the calculated occupant load needs to be 15 or fewer.
