You are called for a service reconnection inspection because the building was without power for over 6 months after a bankruptcy. The electrician says all of the wires "ohm out" normal with no shorts to ground. When you look inside the meter base and service disconnect, you see that all of the lugs are in similar shape to this one.

Do you approve it for power if everything else is compliant?

If not, what code section do you cite to refuse to send a cut-in card for power?
