Thanks guys, that was my thought, but I wanted to get some other opinions.

U may not work depending on the size and quantity of storage buildings around the salt storage. We may lump them all together as one building instead of fire rating the walls.
 
As you suggested, Mech, the size and design may be more of a determinant than anything. I had one recently that was open on one side, and called it a 'U'. Based on the design and the proposed process of use, no person would likely ever occupy the building - just a wheel loader "reaching" in and scooping material - almost like an open silo.
 
As a Building official either S-2 or U are acceptable

As an Architect and Building owner I would use U as there are some les restrictive requirements that are relativly common sense.

like meas of egress illumination, and exit signs, and plumbing fixtures depending on liberally the building official in me reads, small stuff but its all money
