Vapor Retarder in crawlspace

Is a vapor retarder required between the floor joists and behind the rim board in a heated crawlspace?

The foundation walls are concrete and a vapor retarder is covering the gound in the crawlspace.

The floor above is not insulated and the crawlspace is not vented.
 
No, as long as you meet the requirements of R408.3, which it appears maybe you do with #2.2, vapor barrier and conditioned air, do you meet the rest of the requirement?
 
What part of the country is the project in.

You may need it to address Radon Gas concerns. Not just energy. Not just subgrade moisture.
