Vestibules and Panic Hardware

A proposed renovation of a commercial building includes enclosing a covered front porch to created a conditioned vestibule. The occupant load of the building is over 49, but less than 300, and it's an A occupancy. The existing front doors have a double cylinder deadbolt as will the new front doors from the vestibule. Would exception 2 in Section 1008.1.8.3 (2006 IBC), which allows a key-operated locking device instead of panic hardware from the main exterior door or doors, apply to both set of doors in this new vestibule? Or would it just be the new doors from the vestibule, and the existing front doors now need panic hardware?

I would allow the key lock on both doors, why require panic hardware on one door and than run into a locked door????

Just remove the locks from the existing doors. No latch, no lock, no problems.

The building is secured by the exterior door locks.
