Are there any restrictions that would prohibit installing the strip curtains in an egress door?

Do you mean the blinds that look like this below, but instead they are actually mounted on the door itself, rather than on the wall above the door?

Issues to explore might include:
1. Do the vertical blinds obstruct use of the exit hardware? Would you have to first retract the blinds in order to see the door handle, and to have enough room to turn the handle?
2. If the door is required to be accessible, are the bottom of the blinds at least 10" above the finish floor?
3. If the door is fire-rated, will attaching a blinds mechanism onto the door affect its fire rating?

Only if the strips are not concealing the door or its hardware.

"...Means of egress doors shall not be concealed by curtains, drapes, decorations, or similar features."
