Does a business establishment not have to comply with the coeds ant night when there is no one there?

Yes, so the FD does also, and when they become full time they will have to continue to comply

Ciommish code does not say it must be occupied. This will never be full time it's in nowhere land.

Part of building is existing and being altered. Additions are new.

They have a kitchen that is part of a big room. Since it is not a separate room shouldn't it be accessible like a break room? Design professanal says no employees only volunteers.
 
I had a *ahem* woman call and ask if they opened a transvestite nightclub do they need to provide both male and female restrooms. This scenario reminded me of that one.

A person who works for another in return for financial or other compensation.

I would think "other compensation" would be pure sunshine happiness from helping others.
 
Volunteers usually are not protected "employees." But does the AHJ provide volunteer firefighters any stipend for any expenses, any retirement benefits; death and survivors benefits; life insurance; disability and rehabilitation benefits; health care benefits; and tuition reimbursement for courses in emergency medical and fire service techniques. These benefits are "significant remuneration" sufficient to create an employment relationship between AHJ and Volunteer.

If the fire station allows any, Any, ANY one from the general public, for any reason, the station SHALL be accessible.

Spaces, desks, counters, restrooms, Etcetera, Shall be accessible if the answer is yes, adaptable if no.

Just remember that many vets with Limitations must be accommodated, exclusive of if they are not employees. It is a "public" facility.

As to the comment about the bar, I surveyed a Hollywood Pole dance bar with an elevated stage. The owner was suprised when i told him the stage must be accessible, also his "shower" room for patrons too.
