Walk-in Cooler Foundation

I have a project where we renovated an old retail store into a grocery store. The food equipment designer specified outdoor walk-in coolers and freezers to be added on the backside of the building. Our engineer designed a foundation for the units at the request of the building inspector, but is this required per code? I have seen many food service projects that have placed exterior coolers on existing slabs and parking lots with no regard for settlement or frost depths. I understand a foundation is best practice, but are these other installations just commonly overlooked?
