Water Treatment Plant Toilet Calculation

Using IBC 2009

I have a Water Treatment Plant were the exiting occupancy per Chapter 10 calcs out at 40. Fixtures required is Factory/Industrial at 1 per 100. I keep seeing in the code a requirement for separate mens and women's facilities. The actual occupancy of this facility may be 5 personnel tops. 1 or 2 there all day. Is there an exception for separate facilities beyond 15 or less in 403.2, exception 2? Owner is freaking out over separate facilities and common sense says they are right. Am I missing something?

I probably should have crossed posted this to the Plumbing Code Forum but I'm a rookie at this.
 
Through alternate means and methods (AMM) the AHJ can alter the Number of fixtures required.

You may through AMM only count the areas that a person can "stand", excluding the Machinery, Tanks and pool areas from the occupancy area
 
Thanks for the responses. Am I correct in assuming that the letter of the code requires separate facilities beyond some type of dispensation from the AHJ?

Yes, half male, half female

And all new restrooms shall be accessible.
 
You can ask to use shift count fir the toilet requirements. Depending on the code edition industrial occupancies usually are allowed this under alternate means.
 
Exception: Where approved by the building official, the actual number of occupants for whom each occupied space, floor or building is designed, although less than those determined by calculation, shall be permitted to be used in the determination of the design occupant load.
 
Unisex restrooms may be provided in satisfying the total number of required fixtures. Sec. 2902.3
 
[P] 2902.2.1 Family or assisted-use toilet facilities serving as separate facilities.

Where a building or tenant space requires a separate toilet facility for each sex and each toilet facility is required to have only one water closet, two family/assisted-use toilet facilities shall be permitted to serve as the required separate facilities. Family or assisted-use toilet facilities shall not be required to be identified for exclusive use by either sex as required by Section 2902.4.

From IBC2012.....could be grounds for a mod if 2009 does not read the same.....I think this was a good code change....
