What does "Exception to the Storm Shelter ICC 500 in Kentucky: Group E occupancies accessory to places of religious worship mean?

What does "Exception to the Storm Shelter ICC 500 in Kentucky: Group E occupancies accessory to places of religious worship" mean? Does it mean if a church run school is on the same property then one is exempted from the extraordinary costs of building the storm shelter? Or does it mean the school has to be in the same building as the place of religious worship?
 
I would take that to mean Group E classified occupancies that are accessory to a church, such as a Montessori school or similar, are exempt from having to construct a storm shelter pursuant to ICC 500.
