What does NP and NA in specific sections of the performance compliance method of the 2020 EBCNYS mean?

Using the performance compliance method to evaluate a building, if the evaluation in the tables results in "NA" do you transfer the "NA" to the columns in Table 1301.7 Summary Sheet or do you have to comply with another column? Similarly, specifically in sections 1301.6.14 Elevator control and 1301.6.15 Means of egress emergency lighting, if the evaluation results in "NP" do you fail the evaluation like it is stated in section 1301.6.17 Automatic Sprinklers for I-2 columns a, b, c, or f, or do you have to comply with another column?
 
Yes, if the row does not apply to the project, insert an NA.

If you encounter a non-permitted (NP), you stop and rework the section; there is no point in doing the building (1301.7) or safety (1301.8) score until the non-permitted situation is resolved.
