ICC/ANSI A 117.1 section 404.2.8 requires an interior hinged door to have a door opening force maximum of 5.0 pounds. Does this mean an interior door or a hing on the interior side of the door or a hinge that is not attached to the face of a door?

Interior doors that are side hinged and swing to operate. It has nothing to do with the location of the hinge

Poorly worded see IBC 1008.1.3

Apparently not in that particular section of the standard...
I believe there is a requirement but not exactly sure where to find it in the Code at the moment.

Only for air supported structures. Nothing for accessibility. I have been in Wyoming where the everyday wind will suck the exterior doors that do not have a latch open and hold them open till the wind quits.

3103.12.4 Doors.
Exit doors shall swing in the direction of exit travel. To avoid hazardous air and pressure loss in air-supported membrane structures, such doors shall be automatic closing against operating pressures. Opening force at the door edge shall not exceed 15 pounds (66 N).
