No, it is an automatic transfer switch that is not a service disconnect.

"Looped" conductors at the bottom not identified? Or the "non-standard" color identification...? Never seen blue and orange together before...

Yes! Thank you Sir. I was hoping someone would notice. This is common with these type ATS's, it seems to get the best of them for some reason.

Keep them coming I print the pictures then ask my electrical inspector whats wrong. This took him a good minute to figure out but he found it.
