When Does A New Construction Condominium Building Require Accessible Units?

I assume you mean Type A&B? Accessible units are not required in R-2.

Assuming it is privately financed, 4 or more units in a single building per FHA/IBC. Local codes may vary
 
If the condominium has four or more units and no elevator, all ground floor units will be required to comply with the Fair Housing Act for accessibility including all common elements. If the condominium has an elevator, then all of the units will be required to comply with the Fair Housing Act.
