When is it too much wire slack?

110.12 Mechanical Execution of Work. Electrical equipment shall be installed in a neat and workmanlike manner.

Unenforceablely vague language, as per the NEC Style Manual.

In the 2023 NEC (admittedly not due for CA until 1/1/2026), it has been changed to "Electrical equipment shall be installed in a professional and skillful manner." Still seems unenforceably vague, but I see nothing unskillful or unprofessional in the picture in the OP.

I agree with the contention that the Section is vague. It is not unenforceable in that all I need do is write the correction. Jeff seems to think that this example is a violation so I am trying to find his reasoning which can be so esoteric as to fit just one jurisdiction.
 
The electrical code does not require you to provide a service. for instance, that anticipates future needs, but it also doesn't stop you from planning ahead.

So, in that spirit, it seems this person is "Planning for some future situation" that we can't figure out. Shouldn't we be consistent and shake our heads, wonder why and then go quietly?
