When were mixing valves made a part of code

When did mixing valves (limiting temperature to 120F) come into the code for showers? From what I have been able to find, it seems that the code recognized them in the 1994 UPC. I could not find any reference in the 1991 UPC to this.

I have someone in litigation asking about when this became a requirement, so I guess it's fairly important (to them, anyway).

I'm guessing 94 for all the codes.. isn't that about when ICC starting evolving (and everyone re-numbered their model codes)?
