Where can I find lighting zones?

I'm working with FBC 2017 and TABLE C405.5.1(1) EXTERIOR LIGHTING ZONES mentions zone 4 as being: High-activity commercial districts in major metropolitan areas as designated by the local land use planning authority. I search any of these terms to find a map of the zones and I can't find anything. How am I supposed to figure out if I'm in a zone 4 lighting zone? Thanks.

Are you saying its up to the architect to decide? Can I safely say I'm in zone 4 if the property is downtown Miami Beach?

Lighting Zone 4 must be identified by the "local land use planning authority," which would likely be what a zoning ordinance provides. The ordinance probably will not use the words "high-activity commercial district," but if the area is zoned as an urban commercial district or something similar, it would probably be considered a Lighting Zone 4.
