I think you mean NEC 250.119(a), not 250.19a.
I think you are confusing grounding electrode conductors (GEC) with the section you cited, which is for equipment grounding conductors (EGC).

I think you are right. the location of the "ground" on the outside of the building suggests they are using the copper water service as the Grounding electrode and not just a way to connect any metal portions of the building structure or mechanical systems
