Where to find older proposed modifications to IBC or IFC?

I was on the ICC web site and registered for access to the cdpACCESS web site I was thinking that this is where I would find proposals that had been submitted for changes in the code. Specifically I was looking for why two (2) additional exceptions were added to the 2024 edition of 1207.5.I. What I saw was limited to proposals for, what i think is, the 2025 code cycle.

Anyone have any insight to where i might find older proposals to code modifications?
 
Well, having lived on cdpaccess for past several weeks, I thought so too. Found 2017, 2018, and 2019. Call ICC and ask. If you dont have the credentials to get them to help, pm me and I think I have the connections to get it.

Aside from that, I'm not finding 1207.5.1 in 2024 IBC. Could be me.

I believe it was in 2021 that Chapter 12 (Energy Systems [Battery Rooms]) of the IFC required fire suppression systems in battery rooms. Section 12017.5.1 of the 2024 edition has added two (2) additional exceptions that allow the omission of the fire suppression system. The State of Texas hasn't adopted the 2024 edition as of yet. These fire suppression systems usually start out at about $20K and go up the larger the battery room gets (we do a lot of fire protection systems for modular buildings that end up being shipped to industrial plants such as oil refineries, and the like).

When codes change I like to understand what prompted the change. As an example NFPA 2001 (standard for fire suppression systems) removed the requirement for "Dirt Traps" on the piping for suppression systems. The requirement had been added the prior edition with the justification being "...the Europeans have required Dirt Traps for X years..." Unless you read the proposals, you'll never know why it was added in the first place. The justification to add it was ridiculous since it had never been in either of the NFPA standards for fire suppression systems (NFPA 12A or NFPA 2001). It only appear in standard for Carbon Dioxide fire suppression systems (NFPA 12).

If you have ICC premium you have access to the code proposals and hearing videos. Also ICC has publications of the code changes for the past few code cycles.
 
Well, in cdpaccess, you can click hearing videos and then under groups 2021A and under subject matter IFC, but then you're guessing to narrow down which is the 1207.5.1. - really need the published proposals.

As far as archive - click the bubble upper right and I see 2019, 2018, and 2017.

I have Premium but looks like I need Dual Codes membership for all of the past code changes. I can add revision history for $4.90/month.
