Width of convenience stairs in a shopping mall

There are two convenience stairs (I don't know why they are called "convenience stairs", but it shows up in a test) in a shopping mall with 3500 occupant load. There are other exit stairs and elevators which comply with Ontario Building Code.

The question in the test is to calculate the width of these two stairs, my question is: since they are not exit stairs, which article should be used to calculate the width?
