I would start with section R 703 and refer to manufactures installation instructions.

I actually worked (briefly) for a contractor that did this, and would argue it was right.

I still remember the look on his face when I showed him what the new construction flanges were for.

Theoretically, it could be flashed correctly.

I doubt it.
