I have a basement with a non egress or EERO window. The window is in the media room. The opening in the window does meet egress but is not required. The window well is about 6 feet deep. Would you require a ladder on the window well

If it is not a required EERO, then not required by code even though it is a good idea.

Code Officials enforce a minimum standard, unfortunately the minimum is not always a good idea.

you need at least one EERO in the basement.
IRC2012
R310.1 Emergency escape and rescue required.
Basements, habitable attics and every sleeping room shall have at least one operable emergency escape and rescue opening.

The basement meets all the requirements for egress and EERO. This window is not part of egress or an EERO. Just a window to let light in

Sooo, do you have a well with ladder already or a door directly to the outside. Is there more that one sleeping room. You seem confident in having egress already then why the question.
