Wood Veneer Wall Paneling Limits

Am I correct interpreting table 803.11 to mean that I can have as much wood paneling as I want in A2 assembly 'Rooms and enclosed spaces' as long as it is Class C, and that the 1,000 sf limit applies only to Lobbies?
By the way, what's the difference between a 'room' and 'enclosed space'? They seem they same to me.

Considering that “room” and “enclosed space” are not defined, what I’m about to say is only my opinion.

A “room” is an enclosed space defined by walls and a ceiling, intended to be occupied at least at some time by a building occupant. An enclosed space is an area that is separated from the surrounding area by some sort of element and may or may not be intended for occupancy, for example:

2021 IBC 718.2.4 Stairways (emphasis added)
Fireblocking shall be provided in concealed spaces between stair stringers at the top and bottom of the run. Enclosed spaces under stairways shall comply with Section 1011.7.3.

Here’s a reference regarding mezzanines:

2021 IBC 505.2.1 Area Limitation (partial quote, emphasis and bracketed comment added)
…not greater than one-third of the floor area of that room or space in which they are located. The enclosed portion of a room [or space] shall not be included in a determination of the floor area…

So what’s under the mezzanine? A mechanical closet with an access panel (an “enclosed space”), maybe a restroom (a “room”)? But in this case it does not affect the determination of the mezzanine area if I call the restroom an “enclosed space.”
