I will say that to roll the pipe above mid-line would only be about 3" of lost fall.

What's the problem? Looks to comply with IPC 705.10.1. Fernco 1056 series is for connecting " CI, PL, Copper, ST or Lead to CI, PL, Copper, ST or Lead".I would call out for the fernco’s, use gasketed slip couplings that are designed for this pipe.
24"? I thought we were talking 6&12"?.....If it is in the ROW and under the control of the utility, then it is whatever they want....The 24" pipe is the public sewer. The connection is in the ROW and off the private property. Does this change anyone's mind?
