shelf or counter for more than on telephone being provided in a barrier-free path

This is a quiz question for Ontario Building Code.

Why is d) the answer? Is it because there is only one telephone being provided, so that the "more than one" condition is not met?

By the way, is there any difference between a shelf and a counter here?

Correct. Where it is only one phone provided, the requirements of the code are not triggered. Also note that another trigger is that the phone must be "for public use". this can trip people up too when they are trying to apply these requirements.

If there is only one telephone is provided, I would think wording like this should be used : “ a single telephone is provided…”.

“A telephone is provided…” doesn’t necessarily mean only one telephone is provided.

Am I correct? And what is the correct answer of the quiz question?

That's what I was trying to get at, but should have waited until the second cup of morning coffee: the test question is poorly worded. The answer is mostly correct (d); but the question could be clarified.
