Is this applying? The fire separation is not just smoke seal, correct?If "N/A" is listed in the table, there does not need to be a fire resistance rating between the occupancies because one is not a greater safety risk than the other. Keep in mind that there may still be rated separations required under 3.3 and that the separations between occupancies continue to be fire separations, they are just unrated (smoke seal).
