    I believe that is a public agency adopts a code written by a private company, the license agreement with that private company must allow for the code to be published freely online, along as it is properly cited as similar to the Creative Commons. I love publicresource

    Since CA will begin enforcing the 2013 CBC on Jan 1st, that is probably the best place to look. Things are going to be even more in-sync than they are now, but where differences remain it will be that CA is more restrictive on certain issues. See here...

    Some light reading.

    In CA the inspector need only enforce CBC Ch.11A and 11B. It is pretty well in-sync with ADA these days, only a few lingering differences. When you say it could be forcing someone to violate federal law, it is just not true... But I see how you figured it would be a way to go off on the pot...

    The concrete will continue to cure while framing begins...not a problem in my opinion unless it is a special foundation system, or if they crank down the hold down anchors too soon.

    Did an architect draw that? If so, you should forward it to your state architects board as a complaint of negligence. If it was not drawn by an architect, you should inform the applicant they are getting what they paid for. I would Absolutely not approve that design.

    Require it to be replaced with new valve. I am sure the new furnace manufacturer would void their UL listing if attaching to that old valve. It is a basic measure of life and safety.
