Pretty good debate! I am still alittle in the dark on this issue. "security alarm" I suppose to error on the side of caution would be to just require it to be in the reach range!

Like I said, waaaaaaaay back at the beginning, it depends on how the panel will be used. If the employees will be using it to lock up at the end of the night (and unlock in the morning) it has to be within reach range. If only the security team will access the panel because it is in the security office, then it's not required. And, if you have no idea how it will be used, then yes, err on the side of caution and make it within reach range.
